That recommendation should hit Police Commissioner Ray Kelly's desk soon. In addition, the other officer who fired his gun into the car holding Bell and two others, Officer Michael Carey, should not be fired and should be found innocent.
A total of five officers shot 50 bullets into Bell's car in the 2006 incident. The victim was ready to get married the following day. No gun was ever found in the car.
Kelly has the final say in the case.
